        MIAMI, FL  — Remembering the Life and Legacy of former Miami-Dade Police Department First African American Police Director, Robert Parker by our Law Enforcement Community and the Robert Parker Foundation.  After a decade, his absence is still deeply felt within our community and throughout South Florida.  A Special Tribute from Police Chiefs of Miami-Dade County Association of Chiefs of Police and the Miami-Dade County Sheriff’s Office took place at Rusty Pelican Miami, 3201 Rickenbacker Causeway, Key Biscayne, FL on Sunday, November 2, 2025.

Robert Parker Foundation, Police Chief Wayne Jones of Miami Beach Police Department; Former Police Director JD Patterson, Miami-Dade Police Department, Police Chief Delma K. Noel-Pratt, Miami Gardens Police Department; Police Chief Raleigh Flowers, Jr.,  Bal Harbour Village Police Department;  Chief Edwin Lopez, City of Doral Police Department; Police Chief Delrish Moss, Miramar Police Department; Chief Constance Stanley, Lauderhill Police Department; and Former Deputy Chief Timothy Belcher, Lauderhill Police Department. The Master of Ceremonies are Executive Officer Alvaro Zabaleta, Sweetwater Police Department and Former PIO with the Miami-Dade Police Department as well as Former Lt. Dr. Rick Holton, Miami-Dade Police Department.  In addition, Law Enforcement Representatives: National Organization of Black Law Enforcement Executives (NOBLE); Progressive Officers Club (POC); Police Officer Assistance Trust (POAT); and the South Florida Police Benevolent Association (SFPBA).
