    ANDREA BECKER has joined Smith, Bryan & Myers, the firm announced Tuesday. Becker worked for three years on Capitol Hill for then-U.S. Rep. Adam Putnam while he was chairman of the House Republican Congress. Since then, she has worked with clients on campaign finance, elections, ethics, lobbying disclosure, and pay-to-play compliance issues. Becker is a graduate of the University of Florida’s Levin College of Law.

    Former Department of Transportation legislative affairs staffer TOBY PHILPOT has joined Health Management Associates as director of government releations for Florida, SaintPetersblog recently reported. Philpot has also previously worked as political director for Senate President Mike Haridopolos and in communications at the Agency for Health Care Administration. Philpot aso worked for then-U.S. Sen. George LeMieux.

    Florida Smart Justice Alliance announced that Tallahassee business leader and lobbyist BARNEY BISHOP III has been named president and CEO of the organization. Bishop had previously served as vice president of the group, which works to find ways to reduce costs in Florida’s justice system. Bishop has his own consulting firm, Barney Bishop Consulting, and until recently he headed up Associated Industries of Florida. Bishop is also a former executive director of the state Democratic Party and once ran an Orlando detective agency. The group also announced that JIM DEBEAUGRINE, the longtime legislative staffer and former director of the Agency for Persons With Disabilities, will work on legislative proposals with Smart Justice Alliance. DeBeaugrine is now chief executive officer of RFJ Governmental Consultants.

    ERIC JOHNSON is chief of staff to new U.S. Rep. Patrick Murphy, the Democrat who unseated U.S. Rep. Allen West in CD 18. Johnson was a campaign consultant for Murphy. Another campaign worker for Murphy, ERIN MOFFET, who has also worked for U.S. Rep. Alcee Hastings, will be Murphy’s spokesperson
