Deadly force or health crisis team?

What ever happened to the mental health crisis team that you used to call whenever there was a person that had a mental crisis? I believe that law enforcement officers are not precisely trained to handle those types of situations and that is why they shoot first when they arrive on the scene to respond to the troubled situation. We must go back to the Mental Health Response Team instead of calling the police to respond first. However, law enforcers probably should accompany the mental health response team to the scene acting only for a precaution.
